Business Park Covenants
To date, at least 24 other communities in Wyoming have received State
funding to develop similar business parks, including Afton, Bar Nunn,
Big Horn County, Buffalo, Casper, Cheyenne, Cody, Encampment, Evanston,
Evansville, Ft. Washakie, Green River, Lander, Laramie, Lusk, Pine
Bluffs, Powell, Riverton, Sheridan, Torrington, Upton and Wheatland.
Additionally, at least 6 Wyoming communities, including Chugwater,
Dubois, Glenrock, Rawlins, Riverton and Wamsutter, have received funding
to develop commercial multi-use facilities. The success of each varies,
and all have been impacted by the downturn in the economy.
The Douglas Business Park has been designed to allow for a flexible
and compatible mix of light industry, professional offices, open space
and recreation. Two lots have been sold, one contains an office building
and the other has improvements. Two others are occupied by a building
and grass landing strip owned by CANDO and leased to Backcountry Supercubs.
Future phases of the business park are planned to include facilities
for workforce training and business incubation. Through a development
agreement with the City, lots have been deeded to CANDO, which can
be sold or leased under rigorous guidelines.
The City, working with CANDO, purchased the property from a local developer
for the purpose of developing a business park. The undeveloped land
produced minimal property taxes. By state statute, the City pays no
property taxes. Because this land is improved, CANDO now pays higher
property taxes.
To develop the business park, the City and CANDO cooperatively applied
for State of Wyoming Business Readiness Community (BRC) funds that
are designed to promote economic development within Wyoming communities.
The City of Douglas and CANDO were awarded a total of $3.4M for the
business park for site preparation, roads, water and sewer lines, subdivision
platting and associated infrastructure development, including land
dedicated to a future facility for Eastern Wyoming College. The City
was the responsible fiscal accounting agent for all funds which were
paid out from the Wyoming Business Council on a reimbursable basis
after a review and approval of submitted documentation.
Public infrastructure that is eligible for funding includes water;
sewer; streets and roads; airports; rights of way; telecommunications;
land; spec buildings; amenities within a business park, industrial
park, industrial site or business district; landscaping, recreation
and educational facilities; and other physical projects in support
of primary economic and educational development.
